DeSpain Campaign Sends Cease and Desist Over Val Hoyle's False Ad

Rep. Hoyle Falsely Claims DeSpain Is on the Constitution Party Line and Lies About Her Positions, Despite Oregon Law Barring False Campaign Ads

EUGENE, Oregon (September 30, 2026) — The Monique DeSpain for Congress campaign has sent a cease-and-desist letter to Val Hoyle and her campaign demanding it pull a television ad now running on streaming platforms (linked here). The ad recycles a dishonest attack from 2024 and presents the same ad to voters this election. Monique DeSpain, the Republican nominee for Oregon’s 4th Congressional District, is not the Constitution Party’s candidate in 2026. The Constitution Party is not on Oregon’s ballot at all. The assertions presented are provable lies, and no credible television station or news outlet should present these ads to the public.

On August 7, the Oregon Secretary of State’s office announced that the Constitution Party of Oregon no longer qualifies as a political party because its membership fell below the legal minimum. The party cannot nominate any candidate for the November 3 general election. Hoyle’s ad carries the line “Approved by Val Hoyle. Paid for by Val Hoyle for Congress.” It opens on a news headline dated September 16, 2024, and never tells viewers any of this.

Oregon law is clear. ORS 260.532 prohibits anyone from paying for or circulating an advertisement they know, or recklessly disregard, contains a false statement of material fact about a candidate.

The ad also flashes phrases across the screen, including “abortion is a crime,” “without exception,” “all education should be private,” and “ban gay marriage.” Monique’s oft-stated public position and promises are the exact opposite of Hoyle’s representations. Monique has been clear and consistent on abortion. She opposes a national abortion ban. She believes a woman’s healthcare decisions should be made between a woman and her doctor, not the government, and she will protect Oregon’s laws in Congress. Monique set the record straight in 2024 with her ad “The Truth,” telling voters directly, “I oppose a national abortion ban.” Voters can watch it at https://youtu.be/DlTacYB1Ypc. Her campaign has also said since 2024 that she supports gay marriage and considers the law settled; in fact, Monique is endorsed, again, by the Log Cabin Republicans, a respected advocacy group for gay rights.

“Val Hoyle continues to lie to Oregon voters; the evidence is overwhelming, and the media should act responsibly in this attack on the voters and me,” DeSpain said. “She pulled this stale lie out of her arsenal because she cannot win voter support by telling the truth. So let me be as clear today as I was two years ago. I oppose a federal abortion ban. A woman’s healthcare decisions belong to her and nobody else. As Oregon’s representative in Congress, I vow to keep the federal government out of that decision, to protect Oregon’s laws, and to protect access to IVF and contraception. As a woman who accessed the miracle of IVF and as a friend and supporter of many in the gay community, I am deeply offended that a Congressional Representative would resort to lying to voters to keep her job - a job where her performance is abysmal at best. Oregon law prohibits candidates from knowingly spreading lies like this, and Val Hoyle is breaking that law – again – to keep her job.”

This is not the first time Val Hoyle has had trouble following the law. Last year, Hoyle acknowledged failing to disclose 217 stock transactions on time, a violation of the federal STOCK Act, which requires members of Congress to promptly report their trades. As Oregon’s Labor Commissioner, Hoyle backed a grant of more than $500,000 to a nonprofit tied to the owners of the La Mota cannabis chain, who were also her campaign donors. Federal investigators subpoenaed her former agency’s records on that grant in 2024, and Hoyle remains under federal investigation today. Oregonians can see the full record at WhatsValHiding.com.

“I spent 30 years in the Air Force, maintained a Top Secret Security Clearance, and am a licensed Oregon lawyer. I do not deal in lies, and I deliver consequences to those who do.” DeSpain added. “Oregon families deserve honest representation that focuses on making life more livable for them. We need a real debate about the cost of living, public safety, and the economy. Val Hoyle should pull this ad today and do her job.”

The campaign’s letter demands that the Hoyle campaign stop airing the ad immediately. The campaign is also asking the streaming platforms carrying it to review its claims.
