
Eugene, OR - Today, Oregon’s 4th Congressional District candidate, retired Air Force Colonel Monique DeSpain, announced her unequivocal support and full endorsement of the effort to refer the state transportation tax and fee increases that secretly became law last Friday to the November 2026 ballot, so that voters can decide, while pointing out the silence of her opponent, incumbent Val Hoyle.
“It’s time to give Oregonians their voices back,” said Monique DeSpain. “I wholeheartedly support the grassroots effort to collect signatures and put these harmful tax and fee increases rammed through by Oregon’s out-of-touch elected officials on the ballot. Voters should have the final say. As the cost of living continues to rise, our wasteful and incompetent state government keeps taking and wasting more from hardworking Oregonians while delivering less each year. Meanwhile, career politician Val Hoyle’s silence on these tax and fee increases hitting her own constituents is deafening. Her public promise on her own website to ‘lower energy costs for families and businesses’ rings hollow—just another empty pledge from the same tax-spend-waste politician she’s always been.”
“The gas tax and DMV fee hikes hit working families, seniors on fixed incomes, and the struggling poor and middle class the hardest—not millionaires and billionaires. Why doesn’t the Congresswoman more actively engage with her long-time colleagues in the Oregon State Legislature—Democrats and Republicans alike—on issues where she continues to have influence, especially when their votes have significant negative impacts on her constituents?”
“The truth is that Val Hoyle and her ruling-class friends in Salem refuse to listen or care,” DeSpain continued. “Their priority is protecting a bloated, broken bureaucracy that ’lost track’ of a billion dollars, while they gaslight us, claiming that they can’t afford to plow snow or fix our roads. Enough is enough. I’m signing this petition, and I urge every Oregonian who’s had enough to do the same.”
House Bill 3991 became law recently after the Governor secretly signed it, strategically delaying the 30 business days permitted by law to intentionally reduce the time citizens have to gather signatures to refer the measure to voters. The campaign must now hustle to submit at least approximately 78,000 valid signatures to the Secretary of State by December 30th. If successful, this referral will suspend the tax and fee increases and place the issue on the November 2026 ballot for voters to decide.
