Eugene, OR — Yesterday, Incumbent Val Hoyle’s latest FEC filing shows her campaign limping through Q3 with just $237,836 raised and a meager $348,281 cash on hand. Meanwhile, Oregon’s 4th Congressional District challenger, retired Air Force Colonel Monique DeSpain, has stormed onto the scene, pulling in over $215,000 in just 14 days — more than 90% of Hoyle’s entire quarterly total in a fraction of the time
“In just two weeks, our campaign has attracted support from every corner of OR-04, equal to nearly 90% of what it took incumbent Val Hoyle three months to raise,” said Monique DeSpain. “While Hoyle’s donor support fizzles, ours is surging. Voters are tired of the same corrupt, career politician failing Oregon’s Fourth District — and they’re rallying behind our bold, new leadership to deliver Oregon’s Comeback.”
“As a retired Air Force Colonel who proudly served our nation for 30 years — and as an outsider to this broken political system — I’m ready to roll up my sleeves and fight for public safety, a secure border, lower inflation, and a transparent, accountable government,” DeSpain added. “Where Val Hoyle and Oregon’s political elites have let us all down, I will focus on delivering tangible results for the people of the 4th District. I am deeply grateful to the generous supporters who are joining us in this crucial mission.”
DeSpain launched her campaign for Congress in OR-04 on October 1st, setting up a rematch with scandal-plagued incumbent Val Hoyle in November 2026. Her launch announcement featured the following video:
In 2024, incumbent Val Hoyle was exposed as the ringleader of a pay-to-play scheme to strong-arm the illegal BOLI grant of over $500,000 for La Mota’s nonprofit Endeavor in exchange for campaign contributions, which earned her an investigation by the U.S. Department of Justice. Most recently, in September 2025, Hoyle admitted to blatantly violating the STOCK Act by failing to report over 200 stock trades for more than a year while [enriching her personal assets by over 400%](https://www.quiverquant.com/congresstrading/politician/Val T.
